Accounts, payroll and fee planning for care homes, home care agencies, supported living providers and nurseries in Bury, worked against Bury Council's 2026/27 rates.
Bury Council's cabinet approved its adult social care provider fees for 2026/27 on 11 March 2026, with effect from 1 April 2026. It uplifted the staffing element of each fee by 6.73% for providers paying the National Living Wage and by 5% for those paying the Real Living Wage, and added an uplift on non-staffing costs. The uplifts go to providers on the standard rates.

Bury pays its framework home care providers on actual contact time: if a one-hour call is completed in 80% of the time, the provider receives 80% of the hourly rate. Travel between visits still counts as working time for the minimum wage, so the hourly rate has to cover it. Our guide to travel time in home care works through an example.
| Hourly rate | 2025/26 | 2026/27 |
|---|---|---|
| Care at home, framework, standard | £23.45 | £24.30 |
| Care at home, framework, enhanced | £27.69 | £28.53 |
| Supported living, waking hours, standard | £22.14 | £22.97 |
| Supported living, sleep-in, standard | £13.75 | £14.27 |
The supported living rates apply where Bury pays an hourly rate, not to block or tendered contracts. The Real Living Wage rates for 2026/27 are £23.73 for waking hours and £15.01 for sleep-ins.
ONS UK Business Counts record, in March 2026, 10 nursing home workplaces in Bury, 10 residential care workplaces for learning disability and mental health, 35 for older and disabled people, 50 home care and other non-residential care workplaces and 55 child day-care workplaces. In 2021 the same counts were 10, 5, 25, 55 and 40. ONS rounds each figure to the nearest 5.
DfE funds Bury Council at £11.71 an hour for under-2s, £8.63 for 2-year-olds and £6.01 for 3 and 4-year-olds in 2026/27, up from £11.06, £8.14 and £5.71. The council sets the rate it pays nurseries and passes on at least 97%.
We cost each service against the rate Bury pays for it, run payroll with travel time and sleep-ins recorded, and prepare the figures for the council's annual fee engagement. Across the rest of the city region, see Greater Manchester.
Its 2026/27 report says uplifts go only to providers on the standard fee rates. Providers on higher rates from historical arrangements or emergency placements were not offered an uplift.
